4-Stage Framework Decides Australia's Cosmetic Nurse Scope

Australia has no approved list of cosmetic procedures nurses can perform. The Nursing and Midwifery Board's 4-stage Decision-Making Framework, in effect since 3 February 2020, decides scope of practice case by case for the 512,306 registered and enrolled nurses on the national register as of March 2026.

Only 2 of Australia's 8 states and territories, NSW and Queensland, have published rules specific to who can hold and inject Schedule 4 cosmetic medicines. Queensland's 2025 clarification put an estimated 600 nurse-led clinics at risk of closure.
